Spectrum Environmental Services was honored to sponsor and participate in the 33rd Annual Alabama Affordable Housing Association (AAHA) Conference in Sandestin, Florida, on May 27, 2022. Environmental issues can play a significant role in deciding whether or not the Alabama Housing and Finance Authority (AHFA) will fund rehabilitation of an existing project or fund a new construction project seeking Low Income Housing Tax Credits (LIHTC). Scott Hassler, Vice President of Spectrum Environmental Services helped facilitate the Environmental Factors in Site Selection presentation. Key environmental factors LIHTC developers face during site selection include:

  • Properly identifying to the satisfaction of AHFA Recognized Environmental Conditions (RECs);

  • Identifications of Wetlands/Waters of the U.S.;

  • Radon, Noise, aboveground storage tanks (ASTs);

  • National Environmental Policy Act (NEPA) related factors for HOME funding (Specifically endangered species); and

  • Development of Conceptual Site Exposure Models (CSM) for Phase II Environmental Site Assessments, as warranted.

Although an abbreviated list, the main topics presented were the major environmental factors developers encounter that can hinder the development process. By communicating project goals and objectives early in the process and considering your environmental professional as part of the development team can help avoid costly pitfalls, which could include denial of your LIHTC application.
